Heat the vegetable oil in a wide nonstick skillet over medium heat. When shimmering, add mustard seeds and let them sizzle and pop.
Add urad dal and dried red chili; stir constantly for 30 seconds until dal is golden but not burned.
Add curry leaves, followed by chopped onion. Sauté for 2-3 minutes on medium heat until onions turn translucent.
Stir in turmeric, then add shredded cabbage and salt. Increase heat to medium-high; toss cabbage for 2 minutes to mix with spices.
Reduce heat to medium-low. Cover and cook for 8-10 minutes, stirring occasionally, until cabbage is tender but not mushy.
Uncover, stir in fresh grated coconut, and cook for an additional 2 minutes to gently toast the coconut.
