Preheat oven broiler to high. Cube the paneer into 1-inch pieces.
In a bowl, mix Greek yogurt, 1 tsp garam masala, half the turmeric, smoked paprika, salt, and half of the ginger and garlic. Toss paneer cubes and bell pepper with marinade, coat thoroughly, and let sit for 15 minutes.
Arrange marinated paneer and pepper on a baking sheet and broil for 6-8 minutes, turning halfway, until lightly charred and smoky.
In a large skillet, heat butter over medium heat. Add diced onion and saute for 4 minutes until soft. Stir in remaining garlic, ginger, cumin, coriander, and remaining turmeric; cook for 1 minute just until fragrant.
Pour in crushed tomatoes, season with salt and black pepper, and simmer uncovered on medium-low for 10 minutes for flavors to deepen and excess moisture to reduce.
Add broiled paneer and pepper to the tomato gravy, stir well. Simmer gently for 4 minutes; then swirl in heavy cream and remaining garam masala. Warm through without boiling. Adjust seasoning to taste and serve hot.
