Bring the chicken broth to a gentle boil in a large pot over medium heat.
Add pork shoulder and smashed garlic; simmer on low for 30–35 minutes, occasionally skimming off foam for a clear broth.
Remove pork, let rest, and slice thinly. Season broth with soy sauce, fish sauce, white pepper, and salt.
In a second pot, bring water to boil. Add rice noodles and cook according to package (usually 3–4 minutes), then drain and rinse well under cold water.
