Chewy spicy rice cakes in a fiery sauce are an addictive street food snack. A vegetarian, family-friendly treat with bold, fresh chili flavor.
Soak the Korean rice cakes in warm water for 10–15 minutes if they are refrigerated or hard, to soften.
In a large skillet or deep pan over medium-high heat, combine 2 cups water, gochujang, gochugaru, soy sauce, sugar, and minced garlic. Stir well until the sauce is smooth and starts to simmer.
Add the soaked rice cakes to the bubbling sauce and adjust the heat to maintain a gentle simmer, stirring occasionally to prevent sticking.
After 5 minutes, add green cabbage pieces and (if using) fish cakes, continuing to simmer for another 8–10 minutes until the sauce thickens and rice cakes are chewy and glossy.
At the final minute of cooking, stir in green onion slices, tasting the sauce and adjusting heat or seasoning if needed. Serve immediately while the sauce is hot and sticky.
