Toast guajillo and ancho chiles in a dry skillet over medium heat for 2-3 minutes until fragrant, turning them to avoid burning.
Remove seeds and stems from chiles. Soak the toasted chiles in warm water for 10 minutes until softened.
Cut beef chuck roast into large chunks. Season with salt and black pepper, then sear on all sides in vegetable oil over medium-high heat in a Dutch oven or large pot.
