Gradually stir in water and milk, mixing until a smooth, thick batter forms with no dry spots.
Add vanilla extract and mix again. Let the mixture rest for 10 minutes to hydrate the flour properly.
Transfer the batter into a lightly greased 8-inch round cake pan, smoothing the surface evenly.
Steam the rice cake over medium-high heat in a covered steamer for 35–40 minutes, checking that a toothpick inserted into the center comes out clean.
Allow the rice cake to cool in the pan for at least 15 minutes before cutting into slices and serving warm.
