In a large bowl, mix all-purpose flour, semolina, fennel seeds, and baking powder. Gradually add whole milk, stirring constantly to create a smooth, lump-free batter.
Let the batter rest for at least 30 minutes at room temperature. This ensures proper hydration and fluffiness.
Meanwhile, make sugar syrup by combining sugar and water in a saucepan over medium heat. Stir until sugar dissolves completely, then add cardamom powder and saffron strands. Simmer for 5-6 minutes until syrup thickens slightly. Set aside and keep warm.
Heat ghee in a wide, heavy-bottomed skillet over medium heat. Once hot, pour a small ladleful of batter onto the ghee, spreading slightly to form a small pancake about 4 inches wide.
Cook until the bottom is golden and edges turn crisp, about 2-3 minutes. Flip carefully using a slotted spatula and cook the other side until golden. Control heat to avoid burning. Drain excess ghee and immediately immerse cooked Malpua into the warm sugar syrup for 1 minute.
Remove Malpua from syrup and set on a plate. Garnish with chopped pistachios and serve warm.
