Dissolve active dry yeast in warm water with a teaspoon of sugar. Let it stand for 10 minutes until bubbly and activated.
In a blender, blend grated coconut with just enough water to form a smooth, thick paste.
In a large mixing bowl, combine rice flour, ground coconut, activated yeast mixture, and sugar. Mix well to incorporate and form a thick, pancake-like batter.
Cover the bowl and allow the batter to ferment in a warm spot for about 1.5–2 hours or until doubled in volume and airy.
Stir in cardamom powder and salt. Pour the batter into a greased, high-sided round cake pan. Sprinkle raisins and cashew halves over the surface.
Steam the pan over medium heat for about 30–35 minutes, until a toothpick inserted in the center comes out clean. Do not open the lid during the initial steaming to preserve moisture and proper texture.
Allow to cool for at least 20 minutes before slicing. Serve warm or at room temperature for the best flavor and softness.
