Rinse the basmati rice in cold water several times until the water runs clear to remove excess surface starch.
Soak the rinsed rice in water for 20 minutes, then drain thoroughly.
In a medium saucepan over medium heat, add the drained rice, 1.75 cups water, salt, cumin seeds, and bay leaf. Bring to a gentle boil.
As soon as bubbles appear, reduce the heat to low, cover the saucepan tightly with a lid, and simmer for 15 minutes without uncovering.
Turn off the heat and let the rice rest, covered, for an additional 10 minutes to finish steaming. Fluff gently with a fork before serving, removing the bay leaf.
