Rinse the basmati rice under cold water until the water runs clear, then soak it in water for 30 minutes for fluffier grains.
Bring 4 cups of water to boil in a saucepan. Add soaked rice, salt, cardamom pods, cinnamon stick, and cloves. Parboil the rice for 6-7 minutes until it's just tender, then drain immediately.
In a large heavy-bottomed pan, heat ghee over medium heat. Add saffron threads and yellow food color, stirring well, then gently fold in the cooked rice to coat the grains evenly.
Pour in the milk, add sugar, and stir gently. Cover and cook on medium-low heat for 8-10 minutes until the sugar dissolves and the rice absorbs most liquid without sticking to the bottom.
Add raisins, almonds, cashews, and pistachios. Sprinkle rose water evenly and steam covered for an additional 5-7 minutes on very low heat. Fluff rice lightly before serving to ensure each grain remains separate.
