Pat squid dry and slice into 1/2-inch rings and tentacle pieces; ensure excess moisture is removed for a crisp coating.
In a large bowl, whisk egg white until frothy. Coat squid in egg white, then dredge evenly in a mixture of cornstarch and all-purpose flour.
Heat vegetable oil in a deep pan to 350°F over medium-high heat. Fry coated squid in small batches for 2–3 minutes until light golden and crisp.
Quickly transfer fried squid to a paper towel-lined plate. In a clean pan, add 1 tbsp oil and sauté garlic, chili, and green onion over medium heat until fragrant.
