Cook penne pasta in boiling salted water until al dente, about 10 minutes, then drain and set aside.
Season chicken breast with salt and pepper; heat olive oil in a large skillet over medium-high heat and sear chicken until golden, 4–5 minutes per side. Remove, rest, and slice.
Lower the heat to medium. In the same skillet, melt butter and sauté minced garlic until fragrant, about 1 minute, avoiding browning.
Stir in heavy cream, bring to a gentle simmer, then add nutmeg and parmesan cheese, whisking constantly until the sauce thickens and is smooth, about 3–4 minutes.
Add cooked pasta and sliced chicken to the sauce; toss thoroughly and simmer for 2 minutes to heat through. Adjust seasoning to taste and serve hot.
