Spread 2 cups of freshly cooked white rice on a large platter and let it cool to room temperature for about 15 minutes to prevent excess moisture.
In a large bowl, gently mix the cooled rice with 1.5 cups plain yogurt and 1/4 cup whole milk, mashing lightly to combine and achieve a creamy consistency.
Heat 1.5 tbsp cooking oil in a small skillet over medium heat. When shimmering, add 1 tsp mustard seeds and let them splutter until fragrant, about 30 seconds.
Add 1 tsp urad dal, 0.5 tsp minced fresh ginger, chopped green chili, and 8 curry leaves to the oil. Stir constantly for 1-2 minutes until the dal begins to turn pale golden, then promptly remove from heat to avoid burning.
Pour the hot seasoned oil and spices over the yogurt rice, add 0.75 tsp salt, and fold gently to mix. Rest for 10 minutes before serving to let the flavors meld.
