Peel and cube the potatoes; chop the bell pepper, onion, and tomato into bite-sized pieces.
Heat vegetable oil in a large skillet over medium heat. Add cumin seeds and let them sizzle for 20 seconds until fragrant.
Add chopped onion and sauté on medium-high heat for 2-3 minutes until translucent, then stir in turmeric, coriander, and red chili powder.
Add potatoes and salt; cook, stirring occasionally, for about 5 minutes to help them start softening, then add tomatoes. Reduce heat to medium-low, cover, and cook for 8-10 minutes, stirring occasionally so nothing sticks.
Add bell pepper and garam masala. Continue cooking uncovered on medium heat for another 6-8 minutes, allowing the capsicum to remain slightly crisp. Taste and adjust salt if needed before serving.
