Bring 8 cups of water to a rolling boil over high heat. Add dried wheat noodles and cook, stirring occasionally, until al dente (6–8 minutes; check package for precise timing).
While noodles cook, whisk together sesame paste, soy sauce, rice vinegar, sugar, sesame oil, chili oil (if using), and salt in a medium bowl. Add 2–3 tablespoons hot noodle-cooking water to loosen the sauce to a creamy, pourable consistency.
Drain the noodles thoroughly and immediately rinse under cold running water for 30 seconds to halt cooking and prevent sticking. Shake off excess water.
Transfer noodles to serving bowls. Pour sesame sauce evenly over each serving and toss gently to coat all strands completely.
Top with sliced scallions and julienned cucumber just before serving for freshness and crunch. Serve immediately.
