Pat shrimp dry and toss with 1 teaspoon cornstarch and a pinch of black pepper. Let rest for 5 minutes.
In a small bowl, mix the remaining cornstarch with water to make a slurry and set aside.
Heat 1 tablespoon vegetable oil in a large skillet or wok over medium-high heat. Add shrimp and stir-fry for 1-2 minutes until just pink. Remove shrimp and set aside.
Wipe the pan, add the remaining oil, and stir-fry ginger and garlic over medium-high heat for 20 seconds until fragrant. Quickly add broccoli, bok choy, snow peas, and bell pepper. Stir-fry for 3-4 minutes, stirring often to keep vegetables crisp-tender.
Return shrimp to pan. Pour in soy sauce and the cornstarch slurry. Stir very well. Drizzle in sesame oil, toss, and stir for 1-2 minutes until everything is evenly coated and sauce thickens slightly. Remove from heat and serve immediately.
