Preheat the oven to 400°F. Butter a 2-quart baking dish thoroughly.
Cut cauliflower into medium florets; steam about 8 minutes until just tender, then drain well and let moisture evaporate.
In a saucepan over medium heat, melt butter. Add flour and whisk constantly for about 2 minutes until a pale roux forms, making sure not to let it brown.
