In a bowl, combine ground lamb with scallions, garlic, ginger, soy sauce, cumin, sesame oil, salt, and black pepper; mix well until slightly tacky for cohesive filling.
To assemble, place a dumpling wrapper in your palm, fill with about 1 tablespoon lamb mixture, and wet the wrapper’s edges before sealing tightly.
Heat a large skillet over medium-high, add 1 tablespoon oil. Arrange dumplings flat side down and cook until bottoms are golden brown, about 2–3 minutes.
Carefully pour in 1/4 cup water, cover with a snug lid, reduce to medium, and steam for 5 minutes until wrappers are tender and filling is cooked through.
