Combine the all-purpose flour with 1 cup water, knead into a smooth dough, and let rest covered for at least 45 minutes to relax the gluten.
In a large pot over medium-high heat, add neutral oil. Sear lamb chunks on all sides until browned, about 5 minutes. Control heat to avoid burning the spices in the next step.
Add onion, garlic, ginger, star anise, and Sichuan peppercorns. Sauté for 2 minutes until fragrant, then add 5 cups water. Bring to a boil and skim off scum. Lower heat to a gentle simmer.
Add daikon and carrot, soy sauce, and salt. Simmer uncovered on low-medium heat for 1.5 to 2 hours, until lamb is tender and broth is rich.
While stew simmers, hand-pull the rested dough into thick noodles. Dust with flour to prevent sticking.
