Cut the beef chuck roast into large 3-inch chunks and trim excess fat, keeping some for flavor.
Quarter the onion and peel the garlic; add both to a large stockpot along with the beef, carrot, and bay leaves.
Add just enough water to cover the ingredients by 1 inch (about 10 cups). Bring to a gentle simmer over medium heat, skimming foam for the first 20 minutes.
Reduce heat to low, add salt, peppercorns, oregano, and thyme. Cover partially and simmer for 3–4 hours, checking every hour to skim any impurities and maintain a low simmer.
Remove the beef and carrot. Strain the broth through a fine mesh sieve to achieve a clear, deeply flavored consomé. Adjust seasoning to taste before serving.
