Soak the moong dal in water for at least 2 hours, then drain thoroughly.
Blend the soaked dal to a coarse paste without adding water, and set aside.
Heat 2 tbsp oil in a pan over medium heat; add cumin and fennel seeds until they sizzle, then stir in asafoetida, coriander powder, chili powder, and the dal paste.
Sauté the dal mixture for 5–6 minutes, stirring frequently, until fragrant and mostly dry; season with salt and garam masala, then cool completely.
In a bowl, mix flour, baking powder, and salt. Rub in 2 tbsp oil to resemble breadcrumbs, then gradually add water to form a smooth, soft dough. Cover and let rest for 20 minutes.
Divide the dough and dal mixture into equal portions. Shape each dough piece into a ball, flatten, and fill with dal mixture. Pinch and seal, then gently flatten.
Heat oil for frying on medium-low; when hot (around 325°F), fry kachoris in batches until golden and crisp, turning as needed for even browning. Drain on paper towels before serving.
