In a large mixing bowl, combine all-purpose flour, semolina, carom seeds, salt, and black pepper using a spoon for even spice distribution.
Add 4 tbsp vegetable oil to the flour mixture. Rub the oil into the flour using your fingers until the mixture resembles coarse breadcrumbs—this step ensures extra crispiness.
Gradually add water, a few tablespoons at a time, and knead to form a stiff dough. Do not over-knead; the dough should be firm.
Cover the dough with a damp cloth and rest it for 20–30 minutes to allow moisture to distribute evenly.
Divide the dough into smaller portions, roll each portion into a 1/8-inch thick circle, and cut into diamond or rectangle shapes using a knife or pastry wheel.
