Boil 8 cups of water in a large saucepan over medium-high heat. Add tapioca pearls and stir immediately to prevent clumping.
Reduce heat to medium and simmer pearls for 20–25 minutes, stirring occasionally, until dark and chewy.
In another pan, combine dark brown sugar and 1/2 cup water. Bring to a gentle simmer over medium heat and cook, stirring, until a thick caramel-like syrup forms (about 5–7 minutes).
