Rinse the rice thoroughly in cold water until the water runs mostly clear. This prevents gummy texture in the final soup.
Combine rice, water, and chicken broth in a large pot. Bring to a boil over medium-high heat, stirring occasionally to prevent sticking.
Once boiling, reduce to the lowest simmer, cover with the lid slightly ajar to control evaporation, and cook for 45–50 minutes, stirring every 10 minutes to keep rice from settling.
Near the end of simmering, check consistency. The rice should be breaking down and the mixture slightly thick but soupy. Add more water to thin, or simmer uncovered briefly to thicken, as desired.
Stir in salt and white pepper. Let sit off heat for 5 minutes to allow flavors to meld. Ladle into bowls and garnish with sliced scallions.
