In a large mixing bowl, combine chickpea flour, rice flour, cumin seeds, red chili powder, turmeric powder, salt, and a pinch of baking soda. Gradually add water and whisk to achieve a thick, smooth batter with no lumps.
Heat vegetable oil in a heavy-bottomed skillet over medium-high heat (350°F) for best crispiness. Carefully monitor the oil temperature to avoid burning.
Dip each potato slice into the batter, letting any excess drip off, and gently slide it into the hot oil. Fry in batches, being careful not to overcrowd the pan.
