In a large mixing bowl, combine whole wheat flour and salt. Add 2 tbsp oil and gradually pour in water, kneading until a stiff, non-sticky dough forms (about 5-7 minutes kneading by hand).
Cover the dough with a damp cloth and let it rest for 15-20 minutes at room temperature to ensure even moisture absorption.
Divide rested dough into 18-20 small balls. Roll each ball into a smooth disc, then flatten with a rolling pin into 4-inch circles, dusting lightly with flour only if needed to prevent sticking.
Heat 3 cups oil in a deep, heavy-bottomed pan or wok over medium-high heat (350°F, shimmering but not smoking).
Carefully slide one puri into the hot oil. It should puff within seconds. Gently press and rotate it with a slotted spoon for even puffing. Fry for 30-40 seconds per side until golden; remove and drain on paper towels. Repeat for remaining puris, adjusting heat if oil gets too hot or cool.
