Wash the Chinese broccoli thoroughly and trim the tough ends. Cut any thick stems in half lengthwise for even cooking.
Peel and finely slice the garlic cloves for maximum flavor release during stir frying.
Heat the olive oil in a large skillet or wok over medium-high heat until shimmering, but not smoking.
Add the garlic and stir-fry for about 30 seconds until fragrant, being careful not to let it brown.
Add the Chinese broccoli and cook, stirring constantly, for 2-3 minutes. Pour in the water, cover with a lid, and steam for another 1-2 minutes until stems are just tender-crisp and leaves are bright green.
Uncover, add the soy sauce and black pepper, and stir-fry for 1 more minute, tossing quickly to evenly coat and evapoarate excess liquid. Serve immediately for best flavor and texture.
