Pat the soaked and rinsed salt cod dry. Cut into 2-inch pieces to ensure even cooking.
Heat the olive oil in a large Dutch oven over medium heat. Add diced onion, celery, and carrot; sauté for 8 minutes until aromatic but not browned.
Add sliced garlic and cook for 1 more minute, stirring constantly to prevent burning.
Stir in whole peeled tomatoes, slightly crushing them with a spoon, then add olives and capers. Bring to a gentle simmer.
Nestle the salt cod pieces into the sauce, ensuring they are mostly covered. Reduce heat to low and cover. Simmer gently for 60 minutes, occasionally spooning sauce over the fish.
Remove lid in the last 10 minutes to allow the sauce to thicken. Finish with black pepper and chopped parsley before serving.
