Warm the olive oil in a wide heavy pot over medium heat. Add the sliced onions and sauté for 3–4 minutes until translucent, stirring occasionally.
Add the garlic, bell peppers, and a pinch of salt. Cook for 5 minutes over medium heat, taking care not to brown them—this keeps the flavor sweet and aromatic.
Stir in the crushed tomatoes and chili flakes, allowing the mixture to simmer gently for 8 minutes. Pour in the white wine, raise the heat, and cook until the alcohol evaporates, about 2 minutes.
Reduce heat to low, nestle the mixed white fish fillets into the sauce, and cover. Cook gently for 7–8 minutes, ensuring the fish cooks evenly without breaking apart.
Add shrimp, mussels, and clams. Cover again and steam on medium-low for 8–10 minutes, or until shellfish have opened and shrimp are just cooked through. Discard any unopened shells.
Finish by seasoning with remaining salt, black pepper, and sprinkle with fresh parsley. Serve hot, immediately—avoid overcooking for best texture.
