Pound beef milanesa cutlets to even thickness and season with salt and pepper; let rest at room temperature for 10 minutes.
Heat oil in a large skillet over medium-high heat. Fry the milanesa cutlets for 2–3 minutes per side until golden brown and crisp; drain briefly on paper towels.
Slice cemita rolls in half horizontally. Lightly toast each half in a dry skillet over medium heat until the surface is warm and lightly crisp.
