Soak the dried guajillo chiles in warm water for 10 minutes until softened, then remove stems and seeds.
In a skillet over medium heat, add 1 tbsp vegetable oil, then sauté the onion and garlic until translucent, about 3 minutes.
Blend the soaked chiles, tomatoes, sautéed onion, and garlic with 1/2 cup water until smooth.
Heat the remaining 1 tbsp oil in a large skillet over medium-high. Add chicken livers and sear for 3-4 minutes until browned but still slightly pink inside.
Pour the tomato-chile sauce into the skillet, reduce heat to medium, and simmer uncovered for 10 minutes, stirring occasionally.
Crack the eggs directly into the sauce, stirring gently to scramble and combine with the livers. Cook another 4-5 minutes until eggs are just set.
Season with salt and black pepper. Garnish with chopped cilantro and serve hot.
