In a large bowl, combine flour, baking powder, salt, sugar, lemon zest, eggs, and softened butter. Knead until a smooth, slightly tacky dough forms, about 10 minutes.
Divide the dough into 8 pieces. Roll each piece into ropes about 1/2 inch thick, using light pressure to prevent dense struffoli.
Cut ropes into 1/2-inch pieces and roll each piece gently in your hands to form balls. Spread them on a parchment-lined baking sheet to avoid sticking.
In a deep saucepan, heat vegetable oil over medium-high to 350°F. Fry dough balls in batches, turning occasionally, for about 2-3 minutes or until golden brown. Do not crowd the pan.
Drain fried balls on paper towels. In a large skillet, warm honey over low heat. Add all fried struffoli, tossing gently to coat each evenly.
Arrange honey-coated struffoli in a mound or wreath shape on a platter. Immediately sprinkle with rainbow nonpareils before the honey sets. Cool and serve.
