Combine flour and salt in a medium bowl. Pour in olive oil and milk, mixing gently until dough begins to come together.
Gradually add water (about 1/2 cup), kneading until a soft, smooth dough forms. If sticky, add more flour; if dry, add a splash of water. Knead for 5–8 minutes.
Cover dough and let rest for 20 minutes at room temperature for optimal moisture and gluten relaxation.
Divide dough into 4 equal balls. Roll each into a thin, round flatbread, about 8 inches diameter and ¼ inch thick.
Heat a nonstick skillet over medium-high. Cook each piadina for 2 minutes per side, adjusting heat so the surface bubbles but doesn’t burn. Transfer to a cloth to keep moisture.
Spread 2 oz squacquerone cheese on each warm piadina and top with ½ cup fresh arugula. Fold in half and serve immediately to enjoy optimal texture and heat.
