Lightly grease a square 8-inch baking pan with 1 tbsp vegetable oil, ensuring full coverage including corners.
In a large mixing bowl, whisk 2 cups sweet rice flour with 0.25 tsp salt. Gradually pour in 1.5 cups water, stirring continuously to form a smooth, lump-free batter.
Pour the batter into the prepared pan and tap the pan firmly on the counter several times to remove bubbles.
Steam the pan in a steamer set over medium-high heat for 35–40 minutes. Cover the lid with a towel to absorb moisture and prevent water droplets from falling onto the cake.
Remove the pan from the steamer. While hot, sprinkle 0.5 cup brown sugar evenly over the top; let rest uncovered for 10 minutes until the sugar melts and creates a glossy layer.
Cool to room temperature before cutting the rice cake into squares for serving.
