In a medium bowl, mix the glutinous rice flour with water little by little; knead into a smooth, soft dough that’s tacky but not sticky.
Pinch off small pieces of dough and roll into tiny balls about the size of marbles, ensuring uniform size for even cooking.
Bring a pot of water to a gentle boil (not a rolling boil to prevent splitting) and add the rice balls, stirring gently to avoid sticking.
Cook until the balls float to the surface, then simmer for an additional 2 minutes on medium-low heat for thorough drying; remove with a slotted spoon.
In a separate saucepan, gently heat the fermented sweet rice, sugar, ginger slices, osmanthus flowers, and salt over medium-low heat just until almost simmering (do not boil hard, as alcohol will evaporate and flavor dulls).
Add the cooked rice balls to the hot fermented rice soup, stir gently, and let stand for 2 minutes so flavors meld; serve warm in individual bowls.
