In a mixing bowl, whisk rice flour with 1 cup of water until smooth with no lumps.
In a medium saucepan, combine ground sesame, rice flour-water mixture, remaining 2 cups water, whole milk, sugar, and salt. Stir until fully incorporated before turning on heat.
Bring to a gentle simmer over medium heat, stirring constantly with a heatproof spatula to prevent sticking. Once thickened and glossy (about 15 minutes), reduce heat to low and cook for 3–5 more minutes for silky texture. Serve warm.
