Mix rice flour with 0.25 tsp salt and gradually add boiling water, stirring constantly to form a soft, smooth dough. Cover and let rest for 10 minutes.
In a saucepan over medium heat, melt jaggery with 1 cup water; strain for impurities, then return to heat and simmer until slightly thickened.
Combine grated coconut and cardamom powder with the thickened jaggery syrup, stirring over low heat for 2 minutes until the mixture becomes sticky and fragrant. Remove from heat.
Divide rice dough into 6 portions; flatten each into a thin circle atop a cleaned banana leaf piece. Spoon about 2 tbsp of coconut-jaggery filling onto one side of each circle.
Fold the leaf to cover the filling, sealing the edges of the dough, then steam the wrapped ada in a steamer or large pot with boiling water for 10–12 minutes, until the dough firms and leaves loosen easily.
