Rinse moong dal thoroughly and soak in water for 1 hour, then drain well.
In a saucepan, add soaked dal and cover with water. Bring to a boil, then simmer on medium-low heat until just cooked but not mushy, about 8–10 minutes. Drain excess water and cool completely.
Dice red onion, tomato, cucumber, and boiled potato into small, even pieces for even texture and flavor distribution.
In a large mixing bowl, combine cooled moong dal, vegetables, and cilantro. Gently toss with chaat masala, roasted cumin powder, red chili powder, salt, and sugar to evenly coat.
Just before serving, add tamarind chutney, green chutney, and squeeze in lemon juice. Toss quickly and serve immediately for best freshness, garnishing with extra cilantro if desired.
