Pat dry the whole pomfret with paper towels and make 2 diagonal slashes on each side for even cooking.
Heat 2 tbsp vegetable oil in a large skillet over medium-high heat. Add ginger slices and half the scallions, sautéing until aromatic (about 1 minute).
Gently slide in the pomfret and sear on each side for 2–3 minutes, controlling the heat to avoid burning the skin.
Add soy sauce, Shaoxing wine, oyster sauce, sugar, white pepper, and water into the pan. Bring to a simmer, spooning sauce over the fish.
Lower the heat to medium-low, cover, and braise the fish for 12–15 minutes until just cooked through. Baste the fish with sauce halfway. Increase heat to reduce sauce slightly if needed, then garnish with remaining scallions before serving.
