Rinse the whole fish under cold water and pat dry thoroughly. Make 2-3 shallow diagonal slashes on both sides of the fish for even seasoning.
Place the fish on a heatproof plate. Stuff the fish cavity and surface with half of the sliced scallions and ginger for aromatic infusion.
Steam the fish over vigorously boiling water, covered, for 15–18 minutes. The flesh should flake easily and look opaque; avoid overcooking for best texture.
Meanwhile, in a saucepan, gently warm soy sauce, rice wine, sugar, and white pepper over low heat until just dissolved.
Remove steamed fish and carefully pour off excess liquid. Scatter remaining scallions, ginger, and cilantro over the fish, then drizzle with the hot seasoning sauce and sesame oil. Serve immediately for freshest flavor and moist texture.
