Pat the veal chops dry with paper towels, then rub each side with 2 tsp olive oil. Season generously on both sides with kosher salt and black pepper.
Preheat a heavy grill pan or outdoor grill over medium-high heat until very hot. While heating, crush the garlic cloves slightly and set aside with the rosemary sprigs.
Add rosemary sprigs and garlic cloves to the pan, cooking for 1 minute to flavor the oil, then lay the veal chops in, avoiding crowding.
Sear the veal chops for 3-4 minutes on the first side without moving, then turn and cook another 3-4 minutes on the second side, basting occasionally with the pan juices and checking that the rosemary does not scorch.
Reduce heat to medium-low, cover pan loosely with foil, and cook an additional 5–10 minutes to reach medium-rare (internal temp 135°F), turning once if desired. Rest the chops on a plate, loosely covered, for 5 minutes, then finish with a squeeze of fresh lemon before serving.
