Pat the beef short ribs dry and season them generously with salt and black pepper.
Heat olive oil in a large Dutch oven over medium-high heat. Sear the short ribs on all sides until deeply browned, working in batches and adjusting heat to prevent burning.
Remove the short ribs and reduce heat to medium. Add chopped onion, carrots, celery, and garlic; sauté until softened and fragrant, about 5 minutes.
Stir in tomato paste and cook for 1–2 minutes, then pour in red wine, scraping the pan bottom to loosen any browned bits. Let wine simmer and reduce by half.
Return short ribs to the pot, add beef broth, thyme, and bay leaves. Bring to a gentle simmer, cover, and braise in a 325°F oven for 2½ to 3 hours until ribs are fork-tender and nearly falling off the bone.
