Rinse the bean sprouts thoroughly under cold water and drain well to remove excess moisture.
Trim and cut the chives into 2-inch pieces for even cooking and set aside.
Heat the sesame oil in a large skillet over medium-high heat until shimmering but not smoking.
Add the minced garlic and sauté for 15 seconds until fragrant without browning.
Increase the heat to high, add the bean sprouts, and stir-fry quickly for 2–3 minutes to keep their crispness.
Add the chives, soy sauce, salt, and black pepper. Stir-fry everything together just until the chives are wilted, about 1 minute.
Remove from heat immediately to prevent overcooking, then transfer to a serving plate.
