Rinse 1 cup of split yellow moong dal thoroughly and soak it in water for at least 2 hours.
Drain the soaked dal and blend it with 1 green chili, cumin seeds, turmeric, and salt, adding just enough water for a smooth, pourable batter.
Pour the batter into a bowl and mix in chopped onion, tomato, cilantro, and black pepper.
Heat a nonstick skillet over medium heat and lightly brush with oil. Ladle a portion of batter and spread into a thin round shape.
Cook the Cheela on medium-low heat for 2–3 minutes until the edges begin to brown. Drizzle a little oil around the sides, flip, and cook the other side for another 1–2 minutes until golden and crisp.
Remove and serve hot with chutney or yogurt. Repeat with remaining batter, stirring before each pour to keep topping distribution even.
