Prepare steamer and fill with water, bringing it to a strong simmer over medium-high heat.
In a large bowl, combine pumpkin puree, sweet rice flour, sugar, milk, salt, and vanilla extract, mixing until a smooth, thick batter forms.
Pour the batter into a lightly greased 8-inch square baking pan, smoothing the surface for even cooking.
Steam the pan, covered, over medium heat for 35–40 minutes, checking after 30 minutes and rotating the pan midway for even setting.
Remove from heat and cool completely at room temperature before refrigerating for at least 1 hour to allow the mochi texture to set.
Dust a cutting board with cornstarch, unmold the chilled mochi onto it, and dust the top as well. Cut into bite-sized pieces, dusting cut edges to prevent sticking.
