In a large mixing bowl, combine flour, sugar, instant yeast, and warm water. Stir until a dough forms, then knead for 8 minutes until smooth. Cover and let rise in a warm place for 50–60 minutes until doubled.
While the dough rises, finely chop napa cabbage and squeeze out any excess moisture. Mix cabbage, ground pork, green onion, soy sauce, oyster sauce, sesame oil, salt, and black pepper in a bowl until evenly combined.
After the dough has risen, punch it down and turn onto a floured surface. Divide into 12 equal pieces and cover with a cloth to prevent drying.
Working with one piece at a time, roll each dough ball into a circle about 4 inches wide. Place 2 tablespoons of pork filling in the center, then pleat and pinch the edges to seal tightly.
Heat a large nonstick skillet over medium heat. Add 1 tablespoon vegetable oil, arrange half the bao seam side down, and cook for 2–3 minutes until the bottoms are golden brown. Add 1/4 cup water, cover, and steam for 6 minutes. Remove the lid and continue to cook until the bottoms are crisp and water has evaporated.
Repeat with remaining oil and bao. Serve warm for ultimate juiciness and crunch.
