Cut pork ribs into 2-inch sections, then blanch in boiling water for 3 minutes to remove impurities; drain and rinse well.
Peel lotus root and carrot; slice the lotus root into 1/2-inch rounds and the carrot into thick chunks.
In a large soup pot, add the ribs, lotus root, carrot, scallions, ginger, Shaoxing wine, and 9 cups of cold water; bring to a boil over high heat.
Once boiling, reduce heat to low, skim surface scum carefully, and cover; simmer gently for about 90 minutes, making sure the soup remains at a steady simmer (not a rolling boil).
