Rinse the moong dal thoroughly and combine with 2 cups water in a large saucepan; simmer over medium heat for 10 minutes until halfway cooked.
Add the chopped mixed vegetables to the dal, along with turmeric and salt; continue cooking, uncovered, over medium heat for another 10–12 minutes until the vegetables are just tender but not mushy.
While the dal and vegetables cook, grind freshly grated coconut and cumin seeds with 1/2 cup water to make a smooth paste.
Add the coconut-cumin paste to the saucepan; stir gently and simmer on low heat for 4–5 minutes to blend flavors without boiling vigorously.
For the tempering, heat vegetable oil in a small skillet over medium flame; add mustard seeds, let them splutter, then add curry leaves, dried red chili, and black pepper. Pour this seasoning over the curry and swirl gently before serving.
