In a medium saucepan, combine 3 cups of water and one cinnamon stick. Heat over medium and bring to a gentle simmer, allowing the cinnamon to infuse for 5 minutes.
Meanwhile, whisk the masa harina with the remaining 1 cup of water in a separate bowl until smooth and no lumps remain.
Remove the cinnamon stick from the simmering pot. Gradually whisk in the masa mixture, stirring constantly to prevent clumping.
Add whole milk, salt, and sugar, stirring well. Lower the heat to medium-low and cook, stirring often, until the atole thickens to a creamy but pourable consistency (about 15 minutes). Do not let it boil to avoid scorching the milk.
