In a large bowl, whisk together eggs and sugar until light and airy, about 2 minutes; gradually stream in melted butter while continuing to mix.
Fold in the grated carrots, almond flour, orange zest, and lemon zest. Mix gently until combined.
In a separate bowl, sift together all-purpose flour, baking powder, and salt. Add half the dry mixture to the wet mixture, stirring gently, then add the remainder and mix until just incorporated. Do not overmix.
